Canon Law allows for the erection of personal parishes whereby you belong to that parish if you belong to a defind group of people, e.g. you belong to a Polish parish by being Polish. In the case mentioned here, you belong to this parish by being attached to the Extraordinary Form of the Mass and Sacraments. Probably there will be a system of registration. The jurisdiction of the pastor of this personal parish crosses the boundaries of the territorial parishes in the diocese. It has nothing to do with doing things "your own way". Only a bishop can erect a parish - personal or territorial - after consulting his Council of Priests. He will set the rules regarding who does or does not belong to the parish and what are the precise services that parish offers which are distinct from the territorial parishes in the diocese.
